Wisconsin businesses struggle finding qualified candidates. As our economy continues to grow, it accentuates the need for more skilled workers and the importance of expanding the skill sets of those already in the workforce. Yet for those unemployed/underemployed there are significant barriers to gaining and maintaining sustainable wages and meaningful work experiences. This session will share how Madison College has developed unique partnerships with employers, Community and Government Agencies and K-12 organizations to ensure post-secondary credential attainment, and to help low income youth and adults gain skills employers need. You’ll also learn how Workforce Development Boards and their staff use their investments to build a responsive and aligned talent development system to support workers, businesses and communities. These investments include Career Pathway initiatives, employment, education training and support services for job seekers, and sector initiatives driven by industry partners.

Untapped Potential: Accessing a Hidden Workforce

For people released from jail or prison, finding employment can seem insurmountable. For employers, finding and retaining quality employees can be a constant challenge. The Department of Corrections (DOC) strives to mitigate these challenges by providing incarcerated individuals with the opportunity to learn new skills and increase their chances for employment through targeted programming and the coordination of efforts with various state and local agencies. Integrating strategies from the reentry and workforce development fields can lead to a decrease in unemployment, reduced turnover, and individuals with a criminal record meaningfully participating in the workforce. This session highlights incentives available for hiring people with a criminal record, and describes the initiatives in place to train and prepare these men and women for their eventual return to the community – and the workplace.

This session will provide an overview of community resources and opportunities available to individuals returning to the community after incarceration to assist in obtaining and maintaining employment. We will discuss the benefits available to employers who hire individuals with a criminal background, discuss common myths, and answer questions. An overview of resources such as the Community Corrections Employment Program (CCEP), Worksmart, Department of Workforce Development (DWD) resources, the Work Opportunity Tax Credit (WOTC), and Fidelity Bonding will be discussed. The importance of successful collaboration between agencies for networking purposes, as well as to leverage resources will also be emphasized. Examples of current and past successes with area employers will also be provided.
